This question generates more anxiety than almost any other in nursing admission, and most of the answers online are stated with a confidence nobody has earned. Some say there is an exam. Some say there is not. Both are quoting a previous cycle.

Why we do not answer it with a yes or a no

The selection mechanism for a given admission year is notified by the admitting authority for that year. It is not a permanent feature of the system. It can differ between B.Sc Nursing, Post Basic B.Sc Nursing and M.Sc Nursing, and it can change between cycles.

A page that prints "yes, there is an exam" or "no, it is merit based" will be right for some years, wrong for others, and wrong in a way that changes how a student prepares. Somebody reading the wrong version either studies for an exam that does not exist or fails to prepare for one that does.

So: read the notification for the year you are applying in. That is not us avoiding the question. It is the only correct answer, and anyone giving you a firmer one is guessing.

What decides a nursing seat, in every version of the process

This is the useful part, because these four have held regardless of the mechanism.

1. Your qualifying marks. For B.Sc Nursing, your +2 performance in Physics, Chemistry and Biology. This is the base every version of the process is built on, and it is the one thing already decided before you start reading admission pages.

2. The category and reservation rules. Community, nativity and any special category notified for the year reorder the list substantially. Two candidates with identical marks can sit far apart, and that is the system working as designed rather than failing.

3. Your choice order. The allotment system reads your preference list literally, working down until it finds a seat it can give you. Every year, people are allotted a lower choice while a higher one was still available, because they ordered the list "strategically" instead of honestly.

4. Your documents. A candidate whose community certificate is in a parent's name, or whose nativity certificate has not arrived, loses the position their marks earned. This is the most common failure and the most preventable.

Notice what is not on that list: how confident you sounded, who you know, or what an agent promised.

The eligibility that does not change

Whatever the mechanism, you have to be eligible first.

Is NEET required for nursing?

This comes up constantly and deserves a direct answer: NEET is the entrance route for medical and dental admission, and nursing admission in Tamil Nadu has its own process, separate from it.

That separation is precisely why nursing is a realistic healthcare route for a PCB student who did not clear NEET, or did not sit it. It is not a lesser route — it is a different profession with its own regulator, its own council registration and its own career ladder.

How to prepare when you do not know the mechanism yet

Sensible, and entirely possible.

Strengthen what is already counted. Your +2 PCB performance feeds every version of the process. Time spent there is never wasted.

Get the documents that take months. Nativity and community certificates, in the applicant's own name. This is the single highest-value action available to you today, whatever the mechanism turns out to be.

Track the official notification, not screenshots of it. Unofficial "confirmed" information circulates every season and some of it is wrong every season.

If an exam is notified, prepare from that cycle's official syllabus. Not from a previous year's guide and not from a coaching summary of one.

Do not buy preparation for an exam that has not been announced. Material sold before a notification is material written for a different year.

Why "merit based" and "entrance based" are not opposites

Part of the confusion comes from treating these as two different worlds. They are two ways of producing the same thing: an ordered list.

In a merit-based process, the order comes from your qualifying marks, adjusted by category rules. In an entrance-based process, the order comes from an examination score, usually also adjusted by category rules. In both, what happens next is identical — choice filling, allotment, document verification, reporting.

So the mechanism decides how the list is built. Everything after the list is the same, and everything after the list is where most seats are actually lost. That is why preparing for the process matters at least as much as preparing for a possible exam.

"The exam has been confirmed." Confirmed by whom, and where is the notification? A forwarded image is not a notification.

"We can get you a seat, exam or no exam." Nobody can. Government-quota seats are allotted by the state against a list; management-quota seats are paid for into a college's own accounts against a receipt. Any third route being offered is a fraud.

Nursing is assessed continuously and practically. Clinical performance is examined alongside theory, procedures are demonstrated rather than described, and record books are part of your assessment rather than paperwork around it.
